Energy and Commerce
Arranged a $30 million U.S. Department of Energy grant for emerging biofuel company.

After ten years of work with a coalition, achieved passage of The Housing and Economic Recovery Act of 2008 meeting every goal set out by client.
Secured language in the Housing and Economic Recovery Act which provided for greater governmental subsidies to a client which is one of the largest affordable housing complex in the U.S.
Prevented interest on business checking from being included in any financial services legislation on behalf of a financial services trade group.
Protected the interests of a regional financial institution in the Housing and Economic Recovery Act.
Worked successfully for financial trade group on Commodity Exchange Act reauthorization and farm bill language.
Achieved extension of mortgage insurance deduction for mortgage finance trade group.
Worked for House passage of the Money Business Services Act.

US-India Civil Nuclear Cooperation, including:

1. Passage of the Henry J. Hyde United States-India Peaceful Atomic Energy Cooperation Act, signed into law by President George W. Bush on December 18, 2006
2. The United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act, signed into law on October 8, 2008
3. U.S.-India Civil Nuclear Agreement, signed by U.S. Secretary of State Condoleezza Rice and Indian External Affairs Minister Pranab Mukherjee on October 10, 2008.
Ensured legislation was not enacted to place restrictions on the ability of Indian high tech companies to secure H-1B visas.
Secured CFIUS approval for acquisition by a Russian mining company of a U.S. tin mill.
Facilitated conclusion of a bilateral agreement to construct a U.S. military facility in a foreign country, and then worked with Congress to ensure that sufficient funds were appropriated to proceed with the project.
Prepared and vetted a foreign investment in a U.S. firm.
Assisted in the initiation of a U.S. diplomatic effort in the International Convention on Supplementary Compensation for Nuclear Damage (CSC).
Helped a client avoid debarment by the Defense Department and successfully resolved questions about the lawfulness of an export to China.
Obtained high level USG support for a potential sale of defense services.
Assisted in efforts to persuade DHS to adopt changes to procedures for admission of tourists to Guam and CNMI to increase tourism.

Appropriations/State and Local Government Affairs
Secured continued funding for a second phase development of a major research facility on a university campus.
Client received part of a $300 million Department of Defense fund for traumatic brain injury.
Secured $7.6M in federal funding for nanoscale research, nanotechnology, combat medical training, extreme light sources, and trauma rehab for a major research university.
Secured $10 million authorization in the Agriculture bill.

HealthCare and Education
Worked to codify six protected classes in Medicare Part D as part of the Medicare Improvements for Patients and Providers Act (MIPPA).
Resolved a client problem of its product being improperly included in the durable medical equipment competitive bidding program. The product category was temporarily removed from competitive bidding and the start date of competitive bidding was delayed in the MIPPA legislation that was enacted into law.
Worked closely with CMS to overcome a 20 year national non-coverage decision and cleared a pathway to allow for coverage of the device for Medicare beneficiaries enrolled in FDA approved studies.
Worked to avoid a market basket cut to nursing homes that would have been included in the Medicare Improvements for Patients and Providers Act (MIPPA).
Accomplished inclusion of end-stage renal disease (ESRD) provisions in the Medicare Improvement for Patients and Providers Act (MIPPA).
Extended special needs plan (SNP) authority through 2010 overcoming a one-year extension of SNP authority with a moratorium on new plans and expansions.
Helped minimize cuts to Medicare Advantage in the Medicare Improvements for Patients and Providers Act (MIPPA).
Maintained level funding for the Community Based Abstinence Education program in current appropriations process and convinced Congress to reauthorize the Title V abstinence education program without any changes and reauthorized the President’s Emergency Plan for AIDS Relief (PEPFAR) law maintaining critical requirements that protect faith-based organizations.
Prevented Congress from scaling back the Medicare Recovery Audit Contractor program and ensured client’s inclusion as the RAC program went nationwide.
Lobbied Congress successfully to maintain level funding for the D.C. Opportunity Scholarship Program and fought back efforts to weaken the program.
